招聘外教政策简化,促进我国的教育引智事业!
背景回顾:2016年中左右,国务院取消了13项部门行政许可事项的决定。
具体而言,自国务院发文之日起,相关部门不再受理和年检聘外资质。目的是使更多的教育机构聘请外籍专家更加简便化,以促进我国的教育引智事业。
从政策的角度看,此举简政放权是非常英明的决定。因为长期以来,机构如需合法雇佣外国员工,必须符合两个先决条件:
1,教育机构具有聘请外国专家资质;
2,外籍人员符合当地外专局的工作签证要求;而如果一家机构需要申请聘外资质,除了完成复杂、冗余、不便的资料准备、申请外,还需要符合一些“硬性”条件。例如:机构必须成立1年以上,光此举便不知影响了多少期望、或正在筹备“跨省市”建立分公司的教育机构们。使其不得不退一步、再行计划或者干脆从此走上了灰色路线。
而具备聘请外国专家的机构,也不能“一步”签约外籍人员。甚至在具体为教师、中层管理、校长等高管办理签证时,【外专资质】基本没有起到作用。“独立case还是要独立审批的”,所以很长时间,很多教育机构、国际院校的主管都在无力地吐槽,不理解这个外传资质的作用到底“是做什么用的?”
那么终于,在国务院李克强总理的简政放权大旗下,开始了教育行业的一些改革,此举整体上看,是非常重要的,是可以激活教育市场的一剂良药。正当很多机构欢呼雀跃,以后招聘外国人总算方便了一点点时,我们联系到了相关聘外专家,在电话说明来意后,他却想给教育机构提个醒:“聘外资质(聘请外国人的聘用资质)的取消,两证也合一了。是喜还是忧?我们还需从长计议。”
取消资质的好处不多说。专家期望从另外一个的专业招聘、寻访、猎头的角度给您提出如下建议:
1,原来,当国家有审批时,虽然一方面限制了市场的活力。例如:招聘外教既然如此麻烦,很多机构干脆就不招了,或之后再说。那么,现在政府放开了,感觉“是个有办学资质的机构就可以招聘啦”,不过要注意的是外教市场是良莠不齐的,人才市场更是鱼龙混杂。所以当外专局会严格把控机构资质时,虽然对于用人是增加了不便,但也从【源头】控制了输入人才的质量。(只有符合办学要求的机构可以聘用人才,故规模化的机构往往都比较注重品牌,因此对教师会更加严格筛选)。但现在开始起,理论上大部分机构都可以去外专局办理手续了。所以更多的教育机构会如雨后春笋般开始招聘外国人才从而丰富自己的课程。而在这个过程中,请注意:【优秀人才市场的总量是没有变化的】。原来如果是1W人优秀教师,那么现在仍然是1W人。但原来需要外教的机构如果是3W家,现在看可能会有10W家以上的机构会有兴趣聘请外籍教师。所以挑选到、寻找到优秀的候选人的概率反而在下降;
2,中国是一个大国。虽然总数上看,如有人才市场有1W名外教,感觉是非常大的市场。但由于中国地大物博,如果我们把人才分散到各个省市地区中,每个地区只分到100人不到的“名额”。因此在招聘过程中,如何专业的定位、到合适的候选人,挑选到优秀的人才,才是根本的核心问题。
